HB 3 should be commended for providing teacher merit pay for our most effective teachers and requiring school boards to adopt specific and public early literacy goals and monitor student achievement. HB 3 should be expanded to require school boards to adopt literacy and math goals for each school and student demographic. In addition, to provide meaningful, long-term property tax relief to Texas families and business, HB 3 should include a 2.5 percent revenue cap or more significant property tax relief.
