Research has overwhelming shown that student evaluations of faculty (SEFs) are a reliable tool that can be used to measure teaching effectiveness. Texas universities should increase the value they place on SEF results by awarding bonuses to professors who excel in the classroom.

This paper explores the justifications for these college subsidies, subsidy design considerations, and evaluates the main subsidy programs to assess whether they are well-designed.
