Arthur Brooks, president of the American Enterprise Institute and one of the most articulate defenders of the free-market system today, delivered another powerful talk recently on the issue of poverty and how we, as conservatives, can and should do a better job of communicating our message of hope and opportunity. The emphasis, according to Brooks, must be begin and end with people.
