James Quintero is the policy director for the Texas Public Policy Foundation’s Government for the People campaign. Since joining the Foundation in 2008, Quintero has focused extensively on: state & local government spending, taxes, debt, public pension reform, annexation, and local regulations.

As introduced, HB 880 would amend the Education Code by adding the following provision:

The board of trustees may not make a severance payment to a superintendent in an amount greater than one year’s salary under the superintendent’s terminated contract.

Enacting this type of reform is sorely needed.
