The Engel list requires the U.S. president to release an annual report of corrupt and undemocratic actors in the Northern Triangle countries of El Salvador, Guatemala, and Honduras.
Texas can and should create its own parallel version of the Engel list, one that isn’t limited to three countries in Central America but focused on tracking and monitoring corrupt and dangerous Mexican officials doing business in the state of Texas.
