Health Savings Accounts (HSAs) have grown in popularity since Congress authorized their use in 2003. The forerunner to HSAs, Medical Savings Accounts (MSAs), were first established in 1996 and had extensive restrictions that impeded their use and success. HSAs are free of those restrictions, and anyone can own one.
